Ben Strevens made all the hard work in getting the game on worthwhile with the late winner.
But it was tough on the Bulls who had deservedly levelled through Mathieu Manset after Gareth Ainsworth's first-half strike.
"We won ugly," admitted Waddock. "We didn't play well, which you can put down to a number of things.
"But Hereford played well - we had heard before game that, while they were bottom of the table, they possibly did not deserve to be there with the way that they had been playing.
"But it is all about winning and picking up three points, whatever way you get them. Of course we would like to have played better but we will pick up the newspaper in the morning and see that we have won a football match and got three points."
